It was in December of 2012, as I was volunteering with Grace Haven that I learned about a precious little boy and girl. I was working on their profiles and talking with Brian about them. After a time we decided they belonged home with us and we talked with Grace Haven about them.
Our family first committed to our three children in January of 2013. We kept our commitment private for a time until we completed our adoption of London Joy. Once London was home we began the work on our dossier.
It was in April that a friend called me and told me she had found a son for our family. An email followed and there was the picture of the son we had committed to 3 months ago. It was at that point we were made aware that the three children had grants with Reece's Rainbow.
Once word was out that the kids had a grant, Debbie Price Hannon contacted Tina Kacirek of Grace Haven and told her how she (Debbie) would be happy to help the family apply for the grants. It was then we decided to contact RR to let them know we were the family for the children.

Our names are Brian and Shelly Burman and we are thrilled to be committing to three children. I have recently been made aware that the children are listed on RR. We were not aware of this prior to our commitment to the children nor were we aware there were grants associated with each child. We have been fundraising already for this adoption and are very close to travel. With that in mind we would like to

One of these forms is a social worker pre-approval; please forward that on to your social worker.
Please be sure your FSP form includes the childrens' birth names and dates of birth, so we can confirm these are the same children.
PLEASE NOTE: These documents MUST be received in full (including notarization where applicable) prior to your court date.
In addition to the standard forms, at the link above, we will also need these items prior to grant funds being released:
1. A copy of your USCIS approval
2. A copy of your appointment date, when it is issued, from the DAP in Ukraine
3. An estimate of total expenses for this adoption, as well as a note from Grace Haven and other grant agencies that you've utilized for this adoption stating how much as been raised / disbursed.
If you prefer not to provide these additional items, that's fine -- we can wait and release grant funds once you've successfully passed court. (interesting here bc RR policy states that once you have court then no funds may be released so why are we being told we can wait until AFTER court?)

I'm sorry, there seems to be some confusion. The Promise Trust isn't related to the facilitation -- it's to put a commitment on a child; historically, people were committing to children and then not following through on the adoption.

(This decision came after other individuals confronted MZ that they did NOT have to pay the Promise Trust. MZ claimed she did not know they did not pay yet the individuals had documentation where MZ said they did not have to pay)

Shelly, the application needs to be filled out in its entirety.
I specifically requested that you provide the children's full names / dob on the FSP form, as we need to verify they are the same children we have these grants created for. We ask this of families using different teams or agencies. Grant funds will not be disbursed without this information.
(We have a facilitator who is qualified to seek verification on the availability of our children and had already done so at this point. Also, the US Embassy specifically told us that neither RR or Serge (their facilitator) had the authority to be the ones to verify the children. Also, we had already had the organizations of Grace Haven and Life2Orphans (both of whom have had direct contact with the children and orphanage) verify that the children we were adopting are indeed the ones with the grants.)
The homestudy agency/ social worker agency information is incomplete. (It was never incomplete. Our facilitator only wanted her email address to be given. In Texas your social worker does not have to work for an agency if the adoption is from a Non-Haque country).
The facilitator / adoption agency information is missing -- one or the other should be filled out, as you've selected "Other"(Our facilitator specifically did not want RR to have their contact info. Also, the Embassy told us that this information is not needed by a grant organization since that organization is not an agency)

You will see that we did not sign the line giving any permission for RR to talk to anyone regarding our adoption, yet Andrea contacted USCIS . We also originally had our sw send in an email rather than the preapproval form since the preapproval part did not apply as we already had a completed home study. However, after that we did have our sw send the Preapproval form in
our social worker's info was indeed included
